FILING IFR TO A FIX RATHER THAN A DESTINATION

Can someone please to me the purpose of doing this and possibly confusing ATC as to what my intentions are ?

    I don’t know that it would ever be common practice for most GA pilots, but military aircraft will do it for things like getting onto a range. They fly a canned IFR route to a point in space and then will usually be handed to range control. They do whatever they do on the range and then put a return leg on request from a fix to their destination when complete.

    Have used it for flight training. When instructing at Tacoma Narrows (KTIW) if there was persistent overcast we sometimes would file to CARRO to get above the layer and then cancel but stay on flight following with a block of airspace to perform maneuvers. In comments on the flight plan we would note “Flight training vicinity of CARRO”. It seemed very strange to me the first time but approach understood what we were doing.
