Do you need to time a loss comms approach to arrive at destination airport at ETA?

In the case of loss comms with no EFC, one should commence an approach from the IAF at ETA (if practical). The meat of my question is: should the pilot commence the approach at the ETA or time the approach to land at the airport at ETA?
