Retesting after failure – 3 hours of checkride prep?

From what I understand after failing an initial checkride (and beyond the 60 days) you will need ground and/or flight training and an endorsement from your CFI stating he finds you ready to retest and will have to do the entire checkride over again. Does 61.39(a)(6) still apply for a retest? Thanks!
