No. You need a Student Pilot certificate.
You may get one from either a Designated Pilot Examiner or your local FSDO.

You need to have both the Student Pilot certificate endorsed and your logbook endorsed.

Or an aviation medical examiner. What certificate are you seeking?

    Nibake,

The poster has just visited an AME and gotten a medical certificate without the Student Pilot certificate.

An aviation medical examiner cannot issue a standalone Student Pilot certificate.

Update, I called Dr office where I got my 3rd class done at. She contacted the FAA and they are going to issue me the student certificate, because I checked the box for a student and the Dr messed up on his end.
