Is a High Perfomance Endorsement required?

Hey,
I have been instructing for about 6 years now and I am truly stumped on this question and would really appreciate your opinions! The flight school that I work for has recently purchased a Seneca II PA34-200T. At sea level the engines are rated at 200hp but at 12,000' they are rated at 215hp. My thoughts on the issue is that the FAA requires a high performance endorsement for any airplane over 200 HP, but does not specify an altitude. For this reason the PA-34-200T is considered a high performance airplane?
