No, but if you want to do ground instruction towards any rating for instrument privileges, you need to take the IGI test.

I recommend just getting the AGI and IGI. With an AGI you can teach anything that the FAA recognizes as a flying aircraft, which includes hot air balloons. IGI will add instrument in there as Kris mentioned above.

Don’t waste your money and time on a BGI, you don’t need it. Anyone who comes to me for written exam prep for a Ground Instruction cert I tell them to study for the AGI.

    Look at this: http://www.faa.gov/data_research/aviation_data_statistics/test_statistics/media/2013/annual/2013_Airmen_Knowledge_Tests.pdf

Only 50 BGI exam takes with an 80% pass rate. So only 40 potential BGI’s in the year 2013 (if they passed an FOI exam). Meanwhile, over 900 AGI’s last year with a 97% pass rate? I’d rather invest $150 in an AGI.
