    If I understand your question. What is the authority requiring the FAA Approved Airplane or Rotorcraft Flight Manual and it’s associated date of that requirement?

    14 CFR 21.5 Airplane or Rotorcraft Flight Manual.

    {New-2010-08 (a) revised October 16, 2009, effective April 14, 2010}
    (a) With each airplane or rotorcraft not type certificated with an Airplane or Rotorcraft Flight Manual and having no flight time before March 1, 1979, the holder of a type certificate (including amended or supplemental type certificates) or the licensee of a type certificate must make available to the owner at the time of delivery of the aircraft a current approved Airplane or Rotorcraft Flight Manual.

    (a) With each airplane or rotorcraft that was not type certificated with an Airplane or Rotorcraft Flight Manual and that has had no flight time prior to March 1, 1979, the holder of a Type Certificate (including a Supplemental Type Certificate) or the licensee of a Type Certificate must make available to the owner at the time of delivery of the aircraft a current approved Airplane or Rotorcraft Flight Manual.
