“Procedure NA”

I understand the TERPS purpose (120 degree turn)for the note "procedure NA on airways....." for the Aiken, SC (KAIK) VOR/DME-A. However, if a aircraft is arriving on these NA airways ATC should be able to see via radar the aircraft . As a result of the radar picture ATC should know that I will need vectors for this approach since I cannot use the NA airways. In other words, ATC should know that this approach is NA on these airways. My question: What is the purpose of the procedure NA note on this approach chart if ATC has the aircraft on radar and knows this approach on these airways cannot be conducted (procedure NA note) ?

    Radio communication failure.
    Power outage at the ARTCC.

    Any other reason why ATC can’t see or talk with you.

    You don’t plan IFR flights for radar vectors but for lost communications and radar out of service.

    The note is telling you that you should plan a different route into the airfield in case ATC cannot give you vectors.
