If the instructor did not sign your logbook, perhaps he signed off the school records. If there is no documentation showing the previous instructor gave dual instruction on those flights you will not be able to count those flights towards the 20 hours of dual instruction. If the dual cross country flights were part of this, you will have to complete those again.

It is a regulation that the CFI MUST (not should) sign a student’s logbook.

    61.189 Flight instructor records.
    (a) A flight instructor must sign the logbook of each person to whom that instructor has given flight training or ground training.

The school probably has a good idea where this CFI went. Find out the place of business where he is now employed. Contact the CFI through this business and ask him to send you a sticky label with the training he conducted with you and his signature. You can then affix this to the back of your logbook. If the CFI balks or does not return your call, remind him that it is a requirement for him to do so and for him to not comply is a violation of the FARs.

If this does not work you may report him to your FSDO. The FAA has and will take certification action against CFIs who do not sign a student’s logbook.
