Questions on ILS approach.

CAT-1 approach usually comes with DA(H) of 200AGL (by the book...) which we normally fly most of the time in GA world, but when I looked up approach plate in big airport, they also had an approach plate labelled as CAT - 1 SA (special authorization with crew training).

So, my opinion on this matter is that CAT I ILS is not same as normal ILS without 'CAT 1' label, if i am correct?

Also, for ALSF-1, and 2 ALSes, is there any reason why FAA chose red lights but different color?

    An ILS CAT I Special Authorization approach has lower minimums than a normal CAT I ILS, but they aren’t as low as a CAT II approach. In order to fly an ILS CAT I SA you have to have OpsSpec, MSpec or a LOA allowing you to do so. The following InFO has more details:
