Sequenced flashers inop

What is the effect on minimums if the sequenced flashers are inop but the rest of the ALSF-2 is working (CAT I).

    If I understand it correctly, the ALSF-2 or any approach lighting system if a component is inoperative, the system is inoperative. From the front matter legend data for the AeroNav TPP book, it states:”Landing minimums published on instrument approach procedure charts are base upon full operation of all components and visual aids associated with the particular instrument approach chart being used. Higher minimums are required with inoperative components or visual aids as indicated below.”

    In most cases, there is a 1/4 mile visibility penalty for the approach lights being inoperative for a Category I ILS.
