May a CFI do an IPC?

The limitations of a 61.195(d)(6) endorsement mention IPC's without explicitly mentioning an instrument rating. There seem to be plenty of sections of the code that explicitly mention an instrument rating when required. Quoting 61.57(d)(2) "The instrument proficiency check must be given by--" (iv) "An authorized instructor". Further, the 61.1(b)(2) definition of "authorized instructor" makes no mention of an instrument rating, but only mentions CFI and Ground Instructor. Barring some other section that applies, it appears to me the reg's allow a CFI to provide an IPC. This makes sense since a CFI is required to have an instrument endorsement and is allowed to do instrument instruction at the private and commercial levels. It is understood a CFI may not provide instructor for an instrument rating. But to clarify and repeat: may a CFI provide an IPC?
