    I am leaning towards no. Under 135 and 121, in order to log any type of flight time, you need to have been qualified through an approved training program of the particular air carrier. Secondly, the airplane must also require a second pilot, if you are sitting in the right seat and logging any type of flight time.

    See 135.113 and 135.115
     
    To  manipulate the controls you need to be employed by the certificate holder and qualified in the aircraft, which means trained and tested under the operator’s training program.  No need for the airplane to require a second pilot.
     
    135.113 – Depending on the aircraft, you may not even be able to sit in the right seat.

    I’ll make it slightly easier – on a Part 121 or Part 135 flight the PF CANNOT BE UNDER THE HOOD!
     
    So no – you can’t log safety pilot time there – ignore everything about being qualified, I don’t care how qualified you are, revenue flights can’t be conducted under the hood.
     
    There are “commercial” flights conducted under Part 91 (sightseeing, photo, traffic watch) – in those cases you’re going to have to dig deep into the arrangements around those flights. Mostly I want to say you could be safety pilot as far as the FAA is concerned (although the confidence your sight seeing passengers might have with a pilot under the hood is left for the imagination), BUT, we always bang up against the “flight time is compensation” ruling so, given that, you’d probably have to say no.
