Just a quick question, when pilots are flying over Wildlife Refuge areas, we are "REQUESTED" to stay 2000 feet above them. Why is the word requested used here for the special use airspace/refuge areas and when we are dealing with other altitudes it says Pilots "MUST" maintain 1000 feet above the highest obstacle within a 2000 foot radius.
