Naval Aviators do not necessarily have a pilots license at all. The FAA offers a Military Competency Exam that gives military pilots civilian licenses based on their military training. If your husband took the test and has civilian a civilian license, then he’s exactly the same as any other inactive pilot. He’ll need a medical, enough training time with an instructor to be safe, and to a flight review. The rule of thumb for an inactive pilot returning to the hobby seems to be about one year of refresher training for each year of inactivity. Based on my own inactivity while deployed to Iraq, I would add on double that amount if he plans to fly IFR.
Not a flight instructor, but I am moving in that direction.

LTCTerry probably meant 1 HOUR of refresher training for each year of inactivity.
