2questions about the IFR written exam –for IFR flight plan

-----dear instructors online, there are some problem for me with the flight plan,when I took the written exam for IFR ,transport canada,I met a question ,that is what will happen to the IFR flight plan if the pilot request ATC to close it when the airplane is still in flight ,about 50NM to the destination?it will change to the VFR flight plan or not? or the pilot have to file a new one? -------

1.       ATC provide the IFR flight with    (1)   both obstruction and terrain clearance  (2) only terrain     (3) only obstruction clearance  (4)     neither for two

if the aircraft with a IFR flight plan didn’t take off 24hours after filedwhat will happen()    选项为   (1) rescue will be actived    (2) the flight plan is automatically closed  (3)  the ETA will extend by 24hs   (4)  the pilot must give the ATC new ETA after airborne

    Dear Harold I don’t really understand the question, but I can provide this information for question #1:
    When cancelling IFR, the flight plan remains in effect. All that has been cancelled is the provision of IFR control service by ATC. After landing, the pilot must close the flight plan with ATC or a flight service station (FSS) (TC AIM RAC 3.12.2).
    So my interpretation would be that answer “4) Neither of the two” would be accurate.
    As for the second question under the FARs of the US the flight plan gets automatically cancelled if you do not take off, unless you have a Clearence Void Time, in which case you shall report to ATC as soon as possible and no later than 30 minutes from the void time, of your new intentions.
    Now going by logic I would pick answer 2 anyway because the other ones just don’t make sense: 1) Activating rescue 24 hours after an accident might be a little too late, if you know what I mean. 3) extending your Estimated Time of Arrival by 24 Hours, well what if i take of 23 hs than the ETA will be 24+23+ what ever time in route so…. And finally 4) Why give an eta while in the air when you could have done it before taking off?
    Again I am not an expert in Canadian regulations and hope that someone out there is able to either confirm my answers or give you a better interpretation. In the mean time enjoy flying and stay safe.
