Private Pilot Knowledge Exam Endorsement

Student Pilot

Would a student pilot be required to pay for and sit through 30 hours of private pilot ground school if he/she is already a certificated Advanced Ground or Basic Ground Instructor (AGI/BGI)? I would think that the CFI would just endorse the student to take the Private pilot knowledge exam. Please comment. Thx.

    FAR 61.35(a) requires the following:

     

    “a) An applicant for a knowledge test must have:
    (1) Received an endorsement, if required by this part, from an authorized instructor certifying that the applicant accomplished the appropriate ground-training or a home-study course required by this part for the certificate or rating sought and is prepared for the knowledge test;”

     

    FAR 61.105(a) states:

     

    (a) General. A person who is applying for a private pilot certificate must receive and log ground training from an authorized instructor or complete a home-study course on the aeronautical knowledge areas of paragraph (b) of this section that apply to the aircraft category and class rating sought.

    FAR 61.213(a) states in part:

     

    (a) To be eligible for a ground instructor certificate or rating a person must:

    ** ** **

    (4) Pass a knowledge test on the aeronautical knowledge areas in–
    [(i) For a basic ground instructor rating, Secs. 61.97, 61.105, and 61.309;
    (ii) For an advanced ground instructor rating, Secs. 61.97, 61.105, 61.125, 61.155, and 61.309;

     

    If I were asked to endorse the BGI/AGI for taking the private pilot knowledge exam, I would quiz the BGI/AGI on the items listed in 61.105 and assuming he/she was able to reasonably answer my questions, I would be willing to endorse the student’s logbook.  Others might accept as prima fascia evidence that since they had to pass a knowledge exam on these same subjects in order to obtain their ground instructor rating, they might sign them off without further ado.  I think that my plan is slightly better in that I would be personally testing their knowledge and providing any necessary instruction.  It is interesting that they are qualified to provide the instruction to someone else for the same thing, and I would definitely not require that they sit thru a 30 hour program.  Thirty to sixty minutes would be sufficient for me assuming they were up to speed.
