    Absolutely. FAR 61.56 is the governing rule in this case, and it states that it has to be conducted by an authorized instructor. “Authorized Instructor” is defined by FAR 61.1 and few other subparts of FAR 61. 
    In other words, the CFI conducting the Flight Review and/or IPC has to be either FAA certified, or “authorized”, but there are no restrictions on country of registration for the aircraft.
