Used to be, but not anymore.  To provide instruction in a ME aircraft, you need a multiengine class rating on your instructor certificate.  This was ambiguous until the most recent Part 61 updates.  Here’s an FAA Letter of Interpretation making it clear:

After reading the letter and unless I missed something (Very possible lol) it does not seem to address the specific question asked.
It clearly states that the CFII can not give instrument instruction to a pilot for their Instrument/Commercial/ ATP, but the IPC isn’t giving instruction but rather verifying the required skills previously attained.
    Anyone?

Anyone?  Can you do an IPC in a Multi plane with only a CFII (No MEI)?
Since you are not really instructing the person does this letter really address it?

Fellows, I’ve read that letter as well, but nothing really says anything about IPCs or BFRs
