MTRs with two digits?

Section 3-5-2 of the AIM describes military training routes and the difference between ones with four digits (flown 1500' AGL or below) and three digits (containing segments above 1500' AGL). But what about those with two digits?

For example, if you find Allendale Co (88J) on the east side of the Atlanta sectional, you'll see IR18. Just a little ESE of there you can find VR94.

The legend on the sectional implies that these routes might have charted ceilings in MSL and floors in AGL, but I couldn't find any examples of that.

    According to the Aeronautical Chart Users Guide:

    Routes numbered 001 to 099 are shown as IR1 or VR99,eliminating the initial zeros.
