The TSA endorsement is weird. Nowhere is it required for a pilot to have it in order to take a checkride or otherwise progress in their flight training. However, the flight school (or instructor) is required to “determine whether an individual is a citizen or national of the United States, or a Department of Defense endorsed, prior to providing flight training to the individual.”

So your TSA endorsement is not your problem–the requirements of 49 CFR 1552.3(h) apply to the flight school, not the learner pilot.

You can change instructors, but you will have to repeat the TSA process.
