On the KVNY Newhall 1 Departure, there is a note about crossing the VNY 1.5DME at or below 1750ft.

 

The question is, is that always required, or only required when given a "climb via" clearance?

    If the clearance was “Cleared Newhall 1 SID, climb and maintain six thousand”, then the altitude restriction would not apply unless the controller restated it. If the clearance was “Climb via Newhall 1 SID” the crossing altitude restriction applies” Speed restrictions on a SID or STAR would apply regardless, if they were charted on the procedure. This is documented in more detail in AIM 5−2−9. Instrument Departure Procedures (DP) − Obstacle Departure Procedures (ODP), Standard Instrument Departures (SID), and Diverse Vector Areas (DVA).
