Recurrent Training at ICAO country under ICAO Simulator Instructor

Dears instructors 

I am B737 Captain and didn’t fly on 737 2,5 years. I want to regain currency but can’t go to the USA and to find out FAA approved DPE, Instructors in Europe. 
Part 61,58 goes to say that : 

§ 61.58 Pilot-in-command proficiency check: Operation of an aircraft that requires more than one pilot flight crewmember or is turbojet-powered.

(a) Except as otherwise provided in this section, to serve as pilot in command of an aircraft that is type certificated for more than one required pilot flight crewmember or is turbojet-powered, a person must -

(1) Within the preceding 12 calendar months, complete a pilot-in-command proficiency check in an aircraft that is type certificated for more than one required pilot flight crewmember or is turbojet-powered; and

(2) Within the preceding 24 calendar months, complete a pilot-in-command proficiency check in the particular type of aircraft in which that person will serve as pilot in command, that is type certificated for more than one required pilot flight crewmember or is turbojet-powered.

d) The pilot-in-command proficiency check required by paragraph (a) of this section may be accomplished by satisfactory completion of one of the following:

(1) A pilot-in-command proficiency check conducted by a person authorized by the Administrator, consisting of the aeronautical knowledge areas, areas of operations, and tasks required for a type rating, in an aircraft that is type certificated for more than one pilot flight crewmember or is turbojet-powered;

according to definition: 

Administrator means the Federal Aviation Administrator or any person to whom he has delegated his authority in the matter concerned.

Person means an individual, firm, partnership, corporation, company, association, joint-stock association, or governmental entity. It includes a trustee, receiver, assignee, or similar representative of any of them.

 

My question is : Is it legal according to CFR definition of PERSON  to do PIC check on simulator anywhere in the world with non FAA instructors ?

    You haven’t given enough information.

    Since you are flying a 737, that suggests that you are flying for an airline. Few 737s are flying under Part 91.

    You didn’t mention the registry of the 737. If you are flying a U.S. registered 737 in Europe, you would need to abide by the U.S. regulations and the regulations of the countries in which you fly. If you are flying for a U.S. airline, you would need to undergo requalification training, if you are being recalled by an airline you flew for. You would need to undergo initial training, if you are being hired by a different airline.

    If you are not flying a U.S. registered 737, you would need to use a foreign license and become current under the regulations of the country that registered the airplane.

    Hello again.
    I am outside of US and is going tu get some validation
    on my my FAA, like Bermuda etc to operate as a freelance.
    I have to follow the rules of the country who issued
    Validation, right?
    The thoughts is that getting validation of any country
    and having their FFS proficiency check I am becoming
    absolutely legal and no need to follow 61.58 unless required
    by the authorities.
    Right?
