Student pilot certificate

Good afternoon, I am applying for a flight scholarship and I need to have a student pilot certificate. Do I need a cfi for a student pilot certificate? If yes can I just get a random instructor to sign me off? Can an instructor sign off online? Thank you very much!!

    You will need to find someone who meets the requirements in FAR 61.85(b).

    “(b) Must submit the application to a Flight Standards office, a designated pilot examiner, an airman certification representative associated with a pilot school, a flight instructor, or other person authorized by the Administrator.”

    A CFI is able to help with your application. The application is submitted through the FAA’s system called IACRA. The CFI (or other approved individual) must validate that you are who you claim to be with documents such as driver’s license, passport etc. The CFI must validate your identity and enter the information into IACRA. So, online is really not an option, you’ll need to do this in person.
