Go to the plain language. 61.31(g)(1) [Skipping the exception in (g)(3) for a moment], no person may act as PIC of a pressurized aircraft unless that person has received and logged ground training and obtained an endorsement in the person’s logbook or training record from an authorized instructor.

So that is the baseline rule and it will not change unless something somewhere else specifically provides an exception. So we look at 61.31(g)(3) for the possible exceptions which are four: PIC before April 15, 1991, proficiency check for a certificate or rating before the same date, the military equivalent of the second option on any date, or PIC proficiency check under part 121, 125, or 125 done by the FAA or a DPE.

Because “getting a type rating” is not on the list of exceptions for the pressurized aircraft endorsement, getting the type rating alone does not excuse one from getting the endorsement. However, the training necessary to get the type rating will fulfill the requirements for the endorsement–so the instructor for the type rating can just issue the endorsement to any trainee who doesn’t already have it in the course of training for the type rating.

So yes, the additional endorsement is required but it is no big deal because you would have to cover that material to get the type rating anyway and a logbook endorsement takes 5 minutes.

And if you completed the training at a reputable school, expect that the Training Record will already have that language on file.

DPEs are not allowed to perform proficiency checks under 121, 125 or 135. The language in the regulations references “an approved pilot check airman”, not a DPE.

Kris is right…the 61.31(g)(3)(iv) has the proficiency check completed by “the Administrator or by an approved pilot check airman.”
