V2 is defined in 14 CFR Part 1.2

“V2 means takeoff safety speed. ”

Takeoff Safety Speed is defined in 14 CFR Part 1.1

“Takeoff safety speed means a referenced airspeed obtained after lift-off at which the required one-engine-inoperative climb performance can be achieved.”

There is no such number as “vymc”.

If you want to know more about V2, take a look at AC 23-8C which deals with certification of Standard category aircraft and AC 25-7D, which deals with certification of Transport category aircraft. These ACs discuss the requirements for certification and the methodology used to determine the speeds.
