The leg from FITMU to GIWHE is labelled 3000ft, but on the vertical profile view GIWHE is labelled 2900ft. When do you descend to 2900?

    You don’t.

From FITMU to GIWHE, you maintain at or above 3000. Crossing GIWHE you descend to 2800 for the next segment to AJAJE, 4nm from OCNIH.

GIWHE is on the profile view as 2900 because that’s the lowest altitude coming into the fix. You still can’t go below the minimum altitude for the segment you’re on.

Also note, that this is a very old procedure (notwithstanding the 3 minor amendments (the -C in the amendment number)). Since it’s a “GPS” approach and not an RNAV (GPS) approach, the Orig date had to have been in the 1990’s. The differing altitudes at GIWHE would not be permitted today to avoid exactly the question you had. All the routes would be raised to 3100 (the altitude coming from AJIYO) and the profile view would show this 3100.
