IFR Departure, only takeoff minimums

Can someone explain to me KORC's IFR Departure? On many of these airports they just have takeoff minimums, for one Runway the minimums are standard. There is no ODP. How can we depart this runway? Would I just fly runway heading? How would the clearance look?

    You would just fly the runway heading to 400 AGL and then turn on course to the first fix on your route or follow any specific departure instructions given you. All the runways except 34 would require a standard 200 ft/NM climb gradient, whereas runway 34 is noted to be 300 ft/NM.

    If there is no published departure procedure at an airport with an approach then you can use what is referred to as a diverse departure assessment departure. Search on this term and you get lots of hits. There aren’t very many airports that have these but they aren’t unicorns either.
