Is the student solo endorsement a “package deal” with that specific instructor?

If someone receive's a student whose completed his old instructors pre written solo exam and received an endorsement. Do I need to give him my solo test and endorsement? 

Or go ahead and complete the flight training/proficiency and 90 day endorsement?

 

My understandings is that its a packaged deal, one instructor must do it all. Except the XC pre-flight planning preparation endorsement, and this one can be given by any instructor.

 

Can someone confirm this? with possible quotes from FAR, AC's or interpretations.

    The 61.57b and 61.57c endorsements are two separate things. There is nothing in either paragraph which says it has to be the same CFI to sign both.

    That said, there is also nothing that says you as the new instructor, can’t require the student to take the pre solo test that YOU use before you sign them off.

    If you work at a school where the pre solo test is standardized and it’s the same one you’d have used anyway, then I’d have no problem with it. But if the student took a test other than the one I use, I’d want to at a minimum review the test and make sure it covered the required items, and any additional ones I felt important.

    But after that, I’d fly the maneuvers and sign them off when ready.
