This is coure of IFR pick up clearace

 

"Clearance void if not off by 1509Z time. If not off by 1509Z time, you can give a report. Clearance void at 1509Z time, now 1505Z and a half over."

 

Does this mean I have to take off by 1509Z time?

Or I can take off after 1509Z time?

 

And That "Report" means if I can't take off, I have to report by 1539Z?

    It means you have 3 and a half minutes before you should be airborne and if you are not going to make it, don’t depart and contact ATC so they know what is going on. If you need more time, request a new release time.
