KBKL ILS or LOC RWY 24R — DME Required?

http://download.aopa.org/ustprocs/current/EC-2/bkl_ils_or_loc_rwy_24r.pdf Anyone see why this approach is "DME Required"? Is that just for the LOC approach? Could the ILS be flown legally w/o DME?

    I believe it has to do with the means of identifying the IAF and FAF. Using the localizer with a cross radial is not used to define the fix, in either case, the DME is used. When DME required is not in the name of the procedure, then it is required for either joining the approach or the missed approach.

    You could be vectored to final for the ILS without using a DME, but just following the full procedure requires a DME.
