Can someone help me to understand this Metar please?

If my home airport is at 980' how high are the clouds going to be above the ground.

I went to the airport this morning for some pattern work and watched the jets disappear what looked to be 400' or less.

Thanks

Ceilings are given above ground level (AGL).

BKN 010 would place the bases of the clouds at 1980 MSL.
