Victor Airways Arrows

I always wondered what the arrows at the intersections of Victor Airways point to. What pointing to such or such VOR, not the opposite one ? Also, I saw places where one of the arrow is along the victor airway, but the other one seems to point to nowhere. ex: N35degrees 28.73minutes, W84degrees 3.00minutes Thanks

    On the sectional chart, the arrow points towards the VOR facility that defines the intersection at that point. In your example, HINDE intersection is defined by the intersection of the 200 degree radial of the TYS VORTAC and the cross radial from the HCH VORTAC. The cross radial isn’t shown on the VFR Sectional chart, but it is shown on the IFR Low Enroute chart as the 113 degree radial.
