What is MDA/DA based on?

For every approach chart, what do MDA/DA based on?

Someone told me there were based on the obstrucles. But I'm not sure about it.

Airport design? Terrain? or another considerations?

    Well that’s a great question. Certainly obstacles play a role – but it’s more complicated than just that – things like nav-aid reception, terrain, traffic flows – all play a part.
