Do takeoff mins in the “T” section apply to non-commercial ops?

I understand from 91.175(f) that there are no standard takeoff minimums for us as non-commercial operator etc…. But in the terminal procedures at KBJC for example it has “T” for takeoff minimums for 29L and says “300-1 or std. w/min. climb of 405’ per NM to 5900”.
So does this mean for us as non-commercial operator that we have 300-1 if we depart 29L? Or does the 300-1 apply to just commercial operations?
