Procedural controlling vs Radar controlling

Does pilot has authority in procedural controlling where as in radar controlling he is bound to maintain height as specified by the controller?

    No. A clearance must be followed by the pilot regardless if radar is being used by the controller or not. The clearance will include an assigned altitude. In a non radar environment, ATC depends on the pilot making position reports and strictly following the assigned route and altitude.

    Interesting question. Let me ask one back to you:

    What do you think the consequences are of operating contrary to an ATC clearance or instruction?

    I don’t mean FAA enforcement proceedings. The real risk. You know, like hitting other airplanes because the pilot refused to maintain proper separation as instructed.
