R-ATP FAR 61.160

Can anyone explain FAR 61.160(e)? I have friend who meets the experience req. of 61.160(a) but does not have 250 hrs pic in an airplane (does have it in powered lift).  What does FAR 61.160(e) mean?

    61.160(e) in regular English means you must meet the hours requirement of 61.159 except you can have a lower total pilot time and lower cross country time.

    Your friend needs 250 PIC time in an airplane and not powered lift to qualify. Reading section A again seems that he needs to be multi engine qualified in the armed service to take advantage of the rule.
