Just curious......

Reference : KORD  (O'HARE EIGHT DP)--NACO Chart

Does the DME reference in the departure description pertain for all runways (departures) or just northern-eastern-southeast runways (departures)? I ask because the arc is shown (drawn) to the north/east/southeast and somewhat contradicts the departure description.The departure description implies the arc applies to all runways but the  arc is depicted to the north/east/southeast. Maybe this is a issue of chart clutter?

Look at KMDW (CICERO SIX DP)-NACO Chart. The arc is shown (drawn) around the entire airport and is clear that the DME arc is used for all runways/departures in addition the departure description supports this. 

Any thoughts appreciated.

    I know I’m not the most experienced IFR pilot, but here’s my interpretation:

    The DME restriction or lack there of applies to all runways, but is dependent upon the aircraft capabilities. If you go to page two (written description) of ORD8, it is broken up into DME equipped aircraft and non-DME equipped aircraft. It appears that if you are DME equipped, then you can depart in that depicted area of the arc. However, if you’re aircraft is non-DME equipped, then you must depart to the south (120 CW 220) until directed by ATC.

    Again, I’m kinda thinkin’ out-loud here; I’d love to hear from an expert too…

    When I posed this question, I am assuming with a aircraft equipped with DME. (I should have added that to the initial question).
