Straight in and Circling not authorized at night

My question is on several approaches into Monterey, California [KMRY]. On the LOC DME RWY 28L chart on the down in the minimums section you will see Rwy 28L Straight-in and Circling not authorized at night. Does this mean that the approach is not authorized at night. May seem like a dumb question but I want to see what you experts think it means. Thank's!

    Yes. That notes tells you the approach is not authorized at night.

    I agree with Wes, effectively it is the same as “NA at night”. There are two separate areas evaluated for obstacles, one that only affects circling and the other that only effects straight-in. They have different dimensions and an obstacle can be in one of the areas, but not in the other, so it is possible that a particular straight-in approach might have the note: “Straight In RWY XX NA at night”, which would mean that you could circle to the runway at night. There is a proposal being worked on by the FAA to make these notes more meaningful, but it would only affect a new approach or one being updated for other reasons.
