    Do the airplane first and add on the helicopter.

    Anyone who has flown both, already would know that it is more expensive to fly the helicopter,
    not to mention that it is difficult to find a helicopter equipped with everything needed to fly instruments. Also, finding a helicopter CFII who has any experience beyond obtaining the rating is difficult. Blind leading the blind.

    Join the US Army – WO helicopter pilot – once you get out, use the VA benefits to fund your airplane add on.

    I assume You already have private FW and private RW. If so, go the route Kris mentioned. You can pick up the intricacies of flying IFR in a FW and then the instrument rotor craft is a pretty easy add on, not just in accomplishing it but getting proficient.
