Foreign pilot

I am a private pilot and I hold a FAA private pilot certificate.

But I would like to know if a person that have a private pilot certificate issued by a country but does not hold an FAA pilot certificate, could be listed as a part of the pilot flight crew member in an international flight in an N registered aircraft that is single pilot (does not require and it is not mandatory a second in comand pilot flight crewmember for example a King-Air C-90).

I am aware of the CFR 61.3: "(a) Pilot certificate. No person may serve as a required pilot flight crewmember of a civil aircraft of the United States, unless that person—"....... but i think here the key word is "required".

    You would need to check either the ICAO Annex 2 if over the high seas or the regulations of the country in which the flight is to take place, as stated in 91.703.

    The FAA does not require listing crew members for Part 91 flights.

    For what reason would you want to “list this person as a crew member”?

    If it is for the purpose of logging time, see 61.51.
