MAP for LOC approach.

On LOC approach, if your time expires and still 100ft above the MDA, would you go missed or still come down to MDA ?

I am not sure if TERPs did take account the errors caused by this, if anybody could clear up this query, that would be ideal.

    If you are determining the location of the MAP by using timing, when the time runs out and you don’t have the runway or one of the required visual cues in sight, you need to immediately commence a missed approach. Continuing a descent past the MAP is not permitted. You should have been down to your MDA at or before the VDP location and have been level for some time at the MDA by the time you reach the MAP. The localizer missed approach assumes you start in level flight from the MDA at the MAP and obstacle protection is provided based on a 40 to 1 slope for the climb out.
