Background Check Before Flight Training

My local flight school claims a background check is required of all students before flight training, Americans and otherwise. Now, i can find the reg's that say an American must show proof of citizenship (with the required logbook endorsements), and i can find the reg's that require a TSA check of foreigners. But i can not find anything about security checks for all students at private, instrument, and multi-engine levels. Is this a 141 requirement, or is the flight school going overboard on background checks?
